Randolph Edmead has more than 18 years of experience managing multi-million dollar, multi-year federal contracts that provide technical, logistical, policy, program and evaluation support, primarily in the areas of behavioral health, substance abuse prevention, and treatment, policy and HIV/AIDS He has been responsible for developing, implementing, and managing  programs for SAMHSA’s Center for Mental Health Services and Centers for Substance Abuse Treatment and Prevention; providing curricula and training for SAMHSA and health care providers on evidence-based and best practices in programming, human resources, accreditation survey support, skills development, and cultural competency; and accreditation readiness and regulation compliance consulting with healthcare organizations/treatment facilities. Mr. Edmead has successfully collaborated with public (local, state, federal) and private agencies, and community organizations to strategically plan, fund, manage, and implement programs and projects.

Currently, Mr. Edmead serves as the Project Director for SAMHSA’s Center for Mental Health Services (CMHS) Office of the Director Technical Support contract. As the Project Director, Mr. Edmead oversees the provision of business operations and consultation support services for the CMHS Office of the Director which includes program development, execution of program requirements, business operations support strategies, speechwriting, and developing reports on current and emerging trends in behavioral health policy and practice. Mr. Edmead leads a team of policy analysts and writers in assessing and analyzing policy issues and behavioral healthcare trends and in developing relevant recommendations that are appropriate for diverse populations. He organizes, convenes, and conducts focus groups, technical groups, and consultations to inform the development of policy papers and reports.  Mr. Edmead also ensures that these final products include succinct analyses and clear graphics that accurately represent the findings and recommendations.

Previously, Mr. Edmead served as the Senior Project Director for SAMHSA’s Minority AIDS Initiative (MAI)-funded “Enhancing Substance Abuse Treatment Service to Address Hepatitis Infection Amongst Injection Drug Users (IDUs)” contract that provided technical assistance on opioid abuse and its comorbidities to over 1200 Opioid Treatment Programs. Mr. Edmead identified, developed and/or designed the preliminary evaluation tool, evaluation instruments, data collection plan, data dictionary, data analysis plan, and the evaluation questions. He also designed, executed, and prepared high quality summary reports, documents, and presentations on the evaluation’s design, process, and outcomes. Mr. Edmead also has extensive experience leading the development, delivery, and evaluation of SAMHSA training and technical assistance support contracts. Mr. Edmead has served as the Project Director or Deputy Project Director for several SAMHSA technical assistance/training contracts including the CSAP Prevention Fellowship Program, the Technical Support for Federal Drug Free Workplace Program Services, the Opioid Treatment Technical Assistance Project (OTTAP), and the Opioid Treatment Accreditation Technical Assistance Project (OTATAP). In these roles, Mr. Edmead was responsible for identifying and assessing training and TA needs of target audiences, developing and refining curricula and training materials, and delivering culturally competent T/A and training products on a wide range of mental health and substance abuse topics, to diverse audiences and stakeholders using various methods (web-based, virtual, in person, phone-based). Mr. Edmead also developed data collection instruments and procedures to evaluate the effectiveness of TA and training efforts and provided logistical support for the TA and training.

 

Mr. Edmead has also served as a mental health care provider. Mr. Edmead has conducted clinical interviews and completed psychological evaluations (the psychological Battery used included – Bender, RISB, MACI, BDI-II, WIAT, WAIS-R/WISC-III, and TAT). He completed psychological reports and patient progress notes. Mr. Edmead participated in interdisciplinary patient treatment team meetings, case conferences and developed treatment plans. Mr. Edmead also provided intensive individual, group, and family counseling. Mr. Edmead has served a director for a residential treatment center. He supported the development of a new 32-bed adolescent (males and females) residential program and oversaw the day-to-day operations of the program. He provided administrative supervision of therapists, counselors, and mental health technicians. Mr. Edmead facilitated residential placement conferences for patient admission, program development, and staff development. He also developed, implemented, and facilitated the hospital’s clinical staff training. He supported all aspects of the hospital’s employment processes, including the medical staff credentialing and privileging processes.

Mr. Edmead holds a Master of Science Degree in Clinical Psychology from the University of the District of Columbia and has a certificate in project management from the Project Management Institute (PMI).
